Now, when you have an FRTOL from any common wealth country i.e Australia, New Zealand, Canada, South africa etc, that can be converted to Indian FRTOL without any test for 3 years.
Now, you'll first need to apply for RTR then when you get the RTR, at the time of submission of all the documents for DGCA cpl, you'll submit this RTR and then eventually you'll get INDIAN FTROL.
Form to apply for RTR: You are not applying to DGCA for RTR. You'll need to apply to WPC Ministry of telecommunication. Here's the website ( http://210.212.79.13/ )Check it out.

Note: If they have mentioned attested from a Gazatted officer, do not sign it from the notary. If they mention Gazatted officer, follow them.
